It isn't immediately clear, but if you are using NMM to install RND from scratch you need to:
1. Download the main RND mod 2. Unpack it using 7zip 3. Replace the RND_USKP-Patch.esp file with the file from this USLEEP compatibility patch 4. Repack the RND mod with the replaced file using 7zip 5. Install the repacked RND mod with NMM

So, to confirm, you made this patch for the original Realistic Needs and Diseases (http://www.nexusmods.com/skyrim/mods/26228/?) which is no longer supported, rather than the current Realistic Needs and Diseases 2.0 (http://www.nexusmods.com/skyrim/mods/68982/?) which was updated less than 2 months ago.
I've tried everything, including this, and I just can't refill water bottles from a river or lake anymore since I switched to USLEEP. No water mods installed or anything.

If you've since resorted to solving this for yourself, where was the error occurring? What data did you modify to correct the issue?

Looks all good, at least according to MO. Hopefully I didn't screw things up.
But a lot of other compatibility issues between USLEEP and RND aren't fixed.
