I created a similar catalogue of SFO mods too, but I'm waiting for vurt's permission to publish them.
These textures come from Hoddminir project and they've given the permission to use all their textures and nif models in free mods. Check the mod page for the package you're interested in for details of what you can do. This package does not contain any dds textures to use in the game.
