Even NPC factions will outright attack the dragon if they see it in vanilla, but there's a mod already that makes civilians run from danger instead of attack; http://www.nexusmods.com/skyrim/mods/23906/?
This mod doesn't affect humans at all. Just creatures. What is the point of posting something totally unrelated to this mod. Not to be mean just asking why.
Sometimes reading posts and links make it so easier if say I am in the middle of a process and perhaps information or a link they share leads me to an answer it makes it useful. I have the other file, I'll download this and test since I dislike the dragons being activated by an errant rabbit or some silly bear that attacks. Thanks for the mod!
i guess he could add a effect that makes a fear spell go off when the enter combat and last for 999999999999 sec and effects enemies under its level run and hide
