It adjusts the NightEye in Vampiric Thirst to work with Bleak ENB. The screenshots of TES5Edit should point you in the right direction to make custom edits yourself.
Better Vampires however has an option (by default set to 0.5) that lets you tweak its night eye to work with most enb's, you just need to set the strength higher and higher until it works
