I would just like to point out that high leveled players will not encounter heavy armored Imperials in the vanilla game, I have no idea where that information is coming from.
I finally decided that since there are no imperial armor replacers that people wouldn't freeze to death in, except Perfect Legion which has massive bugs, screw it I'll just download the pants for heavy armor, remove female legionaries from my game, use this and never wear imperial armor.
At least now it doesn't look like every soldier I pass in the snow should have his bits falling off from frost bite. Even Romans wore pants in the Snow Bethesda, how can people care so much about realism and overlook an entire faction running around half naked in the snow?

omg...cant tell you how much i am loving this mod. So simple, yet so impactful from an immersion perspective. I was always so pissed off that NO ONE wore heavy armor except the Legates and Hadvar. You have made it so I have a small nergasim very time I come across an Imperial Patrol now, congratzs and thank you very much!
I uploaded a version that I just resaved with the 1.6 patch/ck. I honestly cannot see any reason why 1.6 won't work with this. All that my mod changes is three leveled item lists (the three leveled lists that Imperial soldiers use) by removing the leather and level requirements for heavy armor to appear.
So unless 1.6 added a script that adds/changes the leveled lists for imperials I cannot do much to resolve this. Scripting is beyond my CK skill set. If anyone has any solution feel free to comment.
Even though this commentbox is dead for some weeks I'll try it. Can you update your mod for skyrim 1.6 patch ? Somehow it seems to be broken with the new update. (Currently using 1.6.89.0. and tried both version, "full" and "higher chance" .esp without any of them working on the Imperials.)
