You really don't need a mod for either of these things to be quite honest. if you open your console and type playerenchantobject <objectID> <EnchantID> <EnchantID> (without all the carrots on the IDs of course) you can place any enchant you'd like on w/e item you have the ID for and the strength of said item goes up as you increase your skill level in the enchanting tree. So if you make a pair of gloves at 100 enchanting it will increase your enchanting skill by 200 total. Wear those same gloves and repeat the same command and you will get gloves that increase your enchanting by 1800 which further improves the strength of the enchantments you make or the smithing you produce.
Be warned though as repeatedly putting in the command exponentially increases the strength of the next item produced via that command and gets game breakingly strong with only a couple of uses. IE 10k+ health and near instant regen or magic immunity all from singular enchants. It makes the game boring imo but if that's your cup of tea have fun!
