It fixes the problem with the mesmerize idle animation not playing on NPCs that are hit by the vampire seduction spell. It may also fix the teleportation thinggy (not 100% sure, not tested) on some other vampire mods like better vampires.

It fixes the problem with the mesmerize idle animation not playing on NPCs that are hit by the vampire seduction spell. It may also fix the teleportation thingy (not 100% sure, not tested) on some other vampire mods like better vampires.
After many hours spent on forums trying to solve this  problem i decided to investigate myself and to find a solution. 
First of all this may be a temporarily fix or a definitive (not sure yet) one so don't get your hopes too high but it worked for me.
Second there is no file but a few steps to fix the issue.
Thirdly this problem may appear for vampire player characters at level 10, 15, 20 etc. That been said i became a vampire at level 11 and the animation worked just fine until i reached level 14. I mention that i had many vampire characters since the game was released and had this problem every time.
So, I started with Creation Kit and looked into many files like animations, scripts, spells. I taught there must be something wrong with the vampire seduction spell, the scripts that run all the vampire spells, powers, transformation etc. It could be a problem with all these things, not sure, but the solution came when i started looking into save files.

And now for the steps
1. Take this tool : Save game script cleaner; Thanks to Hadoram for his helpful tool
2. Extract the file from the archive and execute it "SaveTool.exe"
3. Press the open button that is in the upper right corner of the tool and go to your User\Documents\My Games\skyrim\Saves
4. Select the savegame file that has the problem related to the animation (probably your last save) and click open
5. In the left box you will see many categories of files. Above that in the upper left box(with the inscription Scripts) you can search any file you want. Search for dlc1referencealiasarrayscript.
6. Delete the one in the Scripts categorie and you are done.

I mention that for some this fix may work and reappear after some time or it will never reappear. Don't know. Just wanted to share my discovery.
