Edit: BTW, earlier versions of Interesting NPCs also eliminated that bandit leader. I'd pop in at the Ivarstead inn, pick up a job "Kill the bandit leader at the Rift Watch Tower", get there and no bandit leader in sight. They've since fixed that. Now there's a bandit leader running around outside, a surly Nord-hating Dunmer on the ground floor, and a Dremora throwing a party on the roof!
I like your concept, but you're going to conflict with a radiant quest in the vanilla game to kill the bandit leader at that location and Interesting NPCs, which places NPCs and an amusing scenario at that location.
