If you want to pick something up without stealing it, open the Console (the tile key by default), click on the item, and type "setownership" This will mark it as yours, and you can freely take it
If not, just hold the action key to pick it up (without placing it in your inventory), take it to somewhere secluded, and steal it there
that implies that something needs doing in the creation kit so that the player already "owns" it before being able "take" it without having to "steal" it.
I imagine it may be the same with every other object as only the player is going to take them anyway, now I am wondering if all the items that you a can steal are items that nobody owns.
For that matter, is it possible to set ownership of an item to a non playable character?
Yes, it is. I've done it with keys, with swords, but not with this particular spell tome. I also want to present a solution to your problem: If you have become a thane of Whiterun, then you can take the book without stealing it.

EDIT: Just looked at it, and there is no owner for the spell tome, so I have no idea why it's marking it as "Stolen"
