Try changing the load order. There is really no place for it to be, if tha doesn't work, try removing the mod from Your game, loading it, saving the re-adding the mod to your game. I will take a look at the mod, and upload a newer version when I am home from Vacation.
Cool idea. Would be awesome if the chest carried more interesting gear other than just elven. At this time however I don't see the use of this mod when whatever your heart desires is right at your finger tips with the use of console commands.
