Updated file to version 1.2. Finally got my new computer to work on mods again.
V1.1 has unnecessary NPC edits, please use the latest version.

Please report any NPCs which still suffer from insane attack speeds, though there might not be any, as all I did was modify the magnitude of RotE's attack speed spells.

Does this work with Requiem 1.9.4?

By the way the changes you made were for requiem or revenge of the enemies?

I think the problem is with revenge of the enemies seeing that I was trying to use attack speed fix but I couldn't fix the attack speed even if I deactivated the option on requiem's mcm.

Do you think you could remove the revenge of the enemies changes to attack speed completely?

Wish there was a non-Requiem version of this. I'm using Ordinator with a couple combat mods like Combat Evolved and RotE, and I encounter these Tasmanian Devil bandits, too. They carve through all 3 of my followers and finally me like it's a joke.

    Hi there,

Thanks a lot for this fix. Although how come all of the PerkDualFlurry levels 1-7 are all a flat magnitude of 0.15? Shouldn't they scale up even ever so slighty?

I'm testing mine with 0.15 through to 0.27

Just a thought: it seems all of the NPCs edited are set to level with the player. Also may I ask why you've removed most of the resistence perks added by ROTE to these NPCs. Is this to do with the fix? Thanks

Those NPC edits were unintentional, I'm not sure how they managed to get copied over like that, as all I wanted to do was only edit spell magnitude. Thanks for pointing that out, it's now fixed with v1.2!
