    Does the Dawnguard version include the Staff of Magnus too or do I have t install both of them?

      I think it fits perfectly here. He's changing the enchantment. It's an enormously popular opinion that daedric items should have infinite charges. The downloads and endorsements on the mods that change that should be telling. There is nothing in the lore about daedric artifacts needing to be powered by the user, infact there's a lot of talk about them being much like the lesser daedra, with their own will. Needing to supply them with power from soul gems for them to function gives power to the player over the artifact. It doesn't make much sense as lore goes, or the theme and power of the daedra go. You're not getting rid of a mechanic either, it still exists in the game. And it's not like giving the artifact infinite enchantments makes it behave vastly differently in balance. Soul gems are pathetically easy to come by in the standard game. It just makes it more...daedry. Or in this case, aedry. Since it's not a huge balance change, I don't think it belongs in cheating. Making the game easier in a miniscule way does not mean cheating. I think it's simplification at worst. Another easy way to tell this is the case is by simply looking at the category of cheating. I don't think from a function standpoint the people browsing cheating nor the people creating mods in cheating are creating mods like this one, or looking for mods like this one within cheating. It's all "god weapons" and "god armor" usually with little respect to lore, or any kind of balance. Not that I think poorly of them, it's just a different category. This mod seems to be a choice of lore, and feel over the small change in balance. There are plenty of mods like it and they are very well received on the Nexus.
