Once the Civil War ends with either the Imperials or the Stormcloaks being victorious, the essential flag is removed from the losing faction's generals at each camp via the USKP (Unofficial Skyrim Patch), which everyone should be using as it fixes so many bugs that Bethesda either forgot to fix or just flat-out refused to fix. Just giving you & everyone else the heads-up as this could cause conflicts for those who use USKP like myself.
