doe he sell the blades shield? i don't see that on the merchant list in the image. it would be helpful to get this gear in whiterun. good starter armor and can be used late game with the right perks and enchantments. thanks for posting this, shield or no shield.
as the blades are being persecuted by the thalmor the only lore-friendly time for this merchant to exist would be after completing the civil war for the stormcloaks and completing the part of the main quest where sky haven temple is retaken by the blades
