actually there are five criteria to be Chuck Norris Approved
here they are, the five F's Freedom, Family, Fitness, Faith and Fight.
You have the Freedom to use this mod. My sister heard me talk about this (family). Sitting here playing Skyrim isnt good for my Fitness. I hope I get to assassinate Maven Black-Briar (Faith) This mod makes fighting more realistic.
This mod makes it so that they can still one shot you sometimes but you can sometimes one shot them.
@AsaHerring Well it depends on how will you view a game's difficulty. For me getting one-shotted by bows and magic by enemies while you cannot not deliver a damage you have tirelessly amassed by grinding smithing, enchanting, and alchemy to buffed-up your gears is not IMO making the game harder it just makes it stupid. As I have said using mods to increase the enemies AI is a much realistic degree of raising difficulty of the game. Enemies that are more responsive and unpredictable are much fun to fight with rather than buffing their defense and hitpoints and nerfing yours.
I prefer enemies to be smarter, not just with a silly handicap put in that the difficulty settings do. Why I use 1:1 typically with Duel Combat Realism, Combat Evolved and ACE Realistic Fighting, mixed in with ACE BYOG to adjust weapon damage itself up 25 or so percent. Rather combat be fast and furious vs attacking a brick wall with a spoon.
The problem with your mod is that essentially it makes master difficulty harder (1:4) compared to legendary. But good job anyways. Maybe you should do an overhaul of the game's difficulty levels instead of just a single setting, if that's possible (and hasn't been done before).
Edit: Looks like it's pretty simply to adjust in creation kit.
I made this mod to address the problem I have with the legendary difficulty settings since that is what I use atm. But if you prefer a change for master level or come to think of it from expert to legendary I can do that.

Makes the combat incredibly deadly but not too unfair.
Its close to Oblivion levels but not as broken.
