Hey, I found that this still doesn't quite fix the lighting correctly. You discovered the main source of the problem, but it still looked a little off to me. I think I found that there was an additional mistake made by Bethesda.. when the map was exported, the tail was in a Vertical position or something instead of in a Horizontal position... Basically, instead of inverting the blue channel and inverting the right-side-only of the green channel's tail portion, the fix should be that the GREEN channel should be inverted, then the BLUE and GREEN channel just entirely swapped just for the tail part of the normal map.

Nice! I couldn't figure out was wrong with the original normal maps so I ended up rebaking some from the model for my own use. Guess I'll use this instead.

I'm not sure but the lighting looks a little wonky on those too.
"Not sure", because it could just be a mesh problem not a texture one.
You should use this mod for now, and endorse it.
