It's still a mod responsible, just not this obsolete one. You're using Relationship Dialogue Overhaul. It also makes Isran and Valerica potential followers.
Lots of people claim to have Gelebor as a potential follower without mods, but it's in fact RDO that does it. So they have a mod for it, without knowing it. The vanilla game does not permit Gelebor to be used as a follower (and why would it, I would love to have him as a follower but it's not lore friendly per se).
You should have researched this before assuming you must have this mod to make it possible. Relationship Dialogue Overhaul also makes him a potential follower and it's already released for Special Edition. You don't need anything else. This mod is obviously abandonware. Isran and Valerica also become potential followers.
I've test this mod with Skyrim SE (and even a playable snow elf race mod), it seems to work properly. However, Gelebor has weird health and magicka values when I check him with console commands...
I downloaded the mod and loaded up a save.It worked fine but his arms are not white anymore. They don't match his face.I left, disabled the mod and reloaded that same save file.His arms are white again and match his face.So something about the mod is changing his skin color.
I'm having this issue where his hands' skin tone doean't match his head, is tgis intentional because snow elf isn't technically a "race" or is this a bug? It's not that big a deal, I still like this mod and endorsed it, but how can I fix this?
This was done by the developers intentionally. I'm not sure why, probably something to do with blood circulation and them being so pale. (Notice how you go outside in the snow/cold and your nose/cheeks will sometimes be rose coloured? - Assuming you're white and have been to cold places).
Hi. I know I am really late but the dialogue responses (such as trading, asking to wait, asking to follow) are not voiced for me, except for when initiating and leaving conversation with Gelebor. Regardless, good job with the mod!

I can't trade with him. Is that normal? He has dialogue for it. Maybe I should pay attention to what he is saying back to me.

Actually that was either that, or the armors you'd give him would turn him invisible
