So a few things about this one. As stated before Fortify Regen is already in the game for health, stamina and magicka, though not in a single enchantment.
    So here's my personal issues.
    1. I'm using Sacrosanct, which I think overrides your ring regen cause it doesn't seem to work.
    2. and BIGGEST problem is that the rings can be disenchanted to learn the enchantments, BUT you can't place the enchantment on anything which kinda ruins the item in the end.

hmmm not that special, as a previous poster said before regen effects are already an enchantment in the vanilla game. my vamp toon specializes in light armor and has the 50% stamina regen perk, plus half of my armor is enchanted with health regen and stamina regen, night or day doesn't bother me. btw im using the schatten lauf set (spellcheck?) so therefore I have more pieces than standard armor to enchant and more options. currently my vamp is 80% magic resist, close to 80% extra health and stamina regen and the rest fortifies one handed damage. I love the schatten lauf set due to the fact that the creater didn't make the mod overpowered, at lvl 100 fully perked I wanna say my armor rating is 362 which is actually weaker than the generic leather armor in the game, the heavy version of that set tho is 700, which is the same as daedric w/o shield. but then again I'm an armor nut lol ive crafted, upgraded, and written down the armor rating for every set of armor ive been able to craft. just to test a theory cuz in oblivion armor rating didn't matter, maxed light and maxed heavy was the same armor rating in the end. glad to see skyrim actually made the two armors different. the only sets im currently missing is the dragonborn DLC sets cuz I haven't made it to solstheim yet on my toon.

Fortify regeneration can be applied to several pieces of gear, if you learned the
enchantments. So although it seems a good idea, but isn't this already possible
    to make for yourself...

I make my own rings, but i'd like to see a mod that adds something 'special' to
the rings, like a custom design (like a vampire crest or something).

AFKAIK: The vampire regeneration effects are different from the usual regeneration.
