Totally thought the shout was bugged in vanilla for like 7 years. Turns out it was never meant to absorb the stats. Still, now the shout works how I originally thought it would. Thanks for the "fix"!
W007! A standalone module for this version of Drain Vitality is very handy, as I think there's only one other mod that does this and it modifies all the shouts.
