Sword armour? I don't think that would be a good idea. It's good that you haven't abandoned this mod, though (hopefully). The most fitting armour for this mod would probably be the Dragonborn Armour from Legacy of the Dragonborn. This sword does seem like it could be better than the Paddle of Ancient Tongues.
Using coc qasmoke doesnt give you the sword from this mod. At least not for me. I had to use the code HELP ZAHKRII to find out the item codes and then PLAYER.ADDITEM CODE 1 replacing "CODE" with the item code. The only problem i found is that i was only given the 2h code
EDIT: Found the code, ending should be 66 for 2h and 63 for 1h
Just a quick note: The animation for this sword after the use of the shout is already in game, plus an unused shout that was simply unfinished. I'm almost positive you knew this but meh. Just in case. You could expand upon the shout already in game and cut modding time. As for a quest... Can't help ya there ^_^;

Plus, quest to obtain the sword and another quest for a shout, somewhere on Solstheim or even in another dimension (Sovngarde or Oblivion). I definitely want to see something like this in the game! Interesring idea, i see 3 ways: 1) every shout has unique ability for blade (for example after Dragonrend - more damage for dragons, after Firebreath - fire enchant on sword for N sec) 2) made unique shout (rage of ancients - unreleased shout in Dragonborn) 3) after use Dragon Aspect (bonus depends on every used word) P.S. it just my opinion P.S.S. sorry for my grammatic, english is not my native language :p
His name translates to 'sword blood' or 'bloody sword' so yes it could work, however I think the sword was going to be miraak's sword in development instead of the ugly tentacle sword

edit: you can probably spawn it in if you find out the item id. Also, use "coc riverwood" to leave the room.

I think the effect of the Sword should be similar to the Bloodskal Blade, with an Unrelenting Force Power that has a Lightning Bolt Effect.
