Just because it is older or never went beyond the 2 cities doesn't mean it is abandoned. Maybe this is all the work the author thought it needed. Most older mods are finished and can still be used with no issues.

My main question is, why did the dev leave these reflections out of the game in the first place? As far as I remember Oblivion and Morrowind had these reflections...
1. Reflections usually aren't this clear in this kind of water IRL(type of water in Skyrim is different to the one around Cyrodiil) 2. They pushed the consoles with their other changes that they had to remove some stuff they didn't think we'd notice. 3. I didn't even notice these were missing until now and most people probably didn't.
