hey man i have to say this is the best thing that has happened to my fallout new vegas graphics, thanks a lot. I am using it with enhanced shaders enb and it is perfect. the posterization makes any shitty texture good and the outlines relly gives it depth without lessening the apocaliptic feeling. The only problem i have is that it does not apply to my hand and gun in first person so the outlines appear through the said hand and gun as it these were kinda transparent. If you know something that can fix that it will be awesome, if not I am playing full playthrough with this (unlike you and the other commenters ha). ps: it looks better than the skyrim version somehow.
This may be a very stupid question, as I know TES ENB and Fallout ENB don't use the same stuff, but say, if I would apply these files to the Fallout New Vegas d3d9.dll, would I get this effect?
The default it comes with should be close to that, but you might want to go into the ENB menu with shift+enter and mess with the values for my shader til you find something pleasing.
What settings do I use to tweak it? I was able to change some setting on the shader panel, but I didn't really know what I was doing. I didn't have an ENB preset which might have helped, but I don't have the FPS to spare. I uploaded some screenshots nonetheless.
In the shader file itself. These are the things you want to uncomment/comment change it. (That means removing or adding the // before the #)

Wow, just discovered this ENB and this is actually quite awesome. Is there a way to get the cel shading alone and combine it with other ENBs that offer sunsprites, sunrays and others ? Would look stunning
this is gonna be fun to mess around with. t he best part about it, in addition to the ironic beauty of shitty computerized looks, one could crank their graphical settings down the toilet for max FPS and drape this enb over it all as an excuse! lipstick on a pig, except the lipstick was applied by a top dollar new york aesthetician
Finally I can make my game look like the rendered backdrops from resident evil 2 with the gamma all fucked up

Further work on it may or may not happen, we will see. In the meanwhile, I hope someone finds a use for this. Let me know.
