I'm not sure if this is being interfered with by SkyRe, but they break the Mage Armor perk. Wearing any dragon priest mask prevents the bonus from being applied.

Removing this keyword allowed the mage armor perk to work. I don't know if you were interested in incorporating this change or not, just passing the info along!
I think this is because the Mage Armor perk doesn't necessarily look whether something has 0 armor or not. The perk checks if an item is flagged as a "no armor item", which is different. From what I read somewhere else, the Miraak gloves/boots are light armor, and have an armor value, yet they work with Mage Armor perk... so this confirms my earlier statement that the perk does not just look at the armor rating of the item, but at some hidden flag.
Guess what, i think this sucks: u made draon priest masks from dragonborn dlc as cloth wow super cool thanks really but its useless to make them cloth if it still considered as heavy armor so that it breaks my mage armor perks that makes 150 x 3 + dragon skin (150) = 600 armor wearing only cloth

He had the items edited so that Mage Armor worked just fine. I compared the two entries and found the only difference between your mod and his:
