true but this mod actually break main quests from skyim+ 2DLC I used this useful mod as a base and modified it for personal use it so it won't break main quests by removing 7 shouts from skyrim, 2 from dawnguard, 2 from dragonborn dlc and it's meant to be used alongside Sil Gahrot+storm crown mods so that Animal Allegiance won't break quest and also you get the two new shouts from storm crown mod. I can upload it here later if people want. with my modified version you get 16( plus additional 2 from storm crown)shouts out of all 27 from skyrim+dlcs and you won't have broken quests and garbage shouts that were not meant to be used by player
If you go into qasmoke, there is a button to push to get all of the shouts as well. I believe they are unlocked. I've only accidentally pushed it once and restored a game because I didn't know whether or not it would "break" the game when you are supposed to be doing something to get certain shouts.
This mod was created for legendary edition of Skyrim, so it's important at which number your dlc's are installed ... If you open that batch file you'll see numbers in front of shouts.... those shouts with 5 spot numbers will work in all versions of game because they're from main skyim game, those with 8 spots number comes from DLC's... the ones with 020***** comes from Dawnguard dlc and those with 040***** comes from Dragonborn dlc, so you have to check your ingame dlc number and just replace those first 3 numbers with correct ones individual for your installation... I hope I've explained it understandably...

Place the text file in your Skyrim/Data directory, then in-game open the console and type "bat addshouts" (without the quotation marks).
I also think you'll have to open the text file and replace all the "XX"'s in the codes to the load order of Dragonborn.
