So this isn't really a fix for something wrong with that game, but more of how you fixed a problem that you caused when editing your ini file? You know you can delete your ini files and it will create a new one at default values.
You should also edit your description so that it's more clear to people that this is not a fix to a problem that exists with the normal game.
You should just post this in the bug reports section for the mod that you got these settings from, so other people using the settings there who are experiencing this can fix it.
Seems to work if I only remove two lines uLockedObjectMapLOD=8 and uLockedTerrainLOD=8
I can keep the other settings ok. If I put one of these lines back I have infinite load in Whiterun save. If I take them both out again, it loads ok. I went back and forth a few times without rebooting anything to make sure that was the issue. BTW I have an SSD so I don't think it is related to disk speed. Might be memory...don't know.

I didn't have uLockedObjectMapLOD=8 and uLockedTerrainLOD=8 in my skyrim.ini. I added [MapMenu] fMapLookMouseSpeed=5.0000 fMapZoomMouseSpeed=5.0000 fMapWorldYawRange=400.0000 fMapWorldInitialPitch=90.0000 fMapWorldMaxPitch=400.0000 bWorldMapNoSkyDepthBlur=1 fWorldMapNearDepthBlurScale=0 fWorldMapDepthBlurScale=0 fWorldMapMaximumDepthBlur=0 fMapMoveKeyboardSpeed=0.0050 fMapWorldCursorMoveArea=0.5000 fMapWorldZoomSpeed=0.12 fMapWorldMinHeight=5000 and now it work fine.
for those having long load times in whiterun. i fixed mine by trying the ps3 fix. ie turning off all the save game options except for the last one for a timed save. i went from 3-5 min load times to instant load times. hope this helps
