I have no idea why it doesn't work for you. It works fine for me and others. I haven't gotten any other reports of there being a problem. Filenames aren't case sensitive in Windows. Are you sure you checked the "Load loose files" option in the game's launcher?
This doesn't work because the filenames in the mod are all lowercase. To make it work you have to rename the folder "loadscreenart" to "LoadScreenArt" and then rename all the meshes according to their (case sensitive) names in skyrim.esm. So for example, "loadscreenadventure01.nif" has to be renamed "LoadScreenAdventure01.nif" for it to work.

You must put folder "MESHES" from archive to ...skyrim\data
you should obtain the directory structure:
..skyrim\data\meshes\loadscreenart\loadscreen*****.nif
Can't see it on my launcher...
