lol, so the shout was almost already completely useless, and now you even speed it up more? i seriously wonder why course with these settings its not even worth using it course it cant even help or be of good use.
As a necromage vampire, I must disagree. Slow Time shout basically stops enemies and i only get a small slowdown. You can easily kill anything, with that shout.
