He means vampires don't age. Look at Babette from the Dark Brotherhood: She was bitten when she was ten, and now, at least two centuries (possibly even more) later, she still looks like a ten year old girl. If Lillith was bitten at an age of five and a half, then she'd look like five and a half years, no matter how much time has passed.
Nope. The backstory on the description page still states "The source of her Vampirism was being bit at an extremely young age of five-and-a-half.".. which doesn't fit TES-Vampires.
