Like the idea, some strong enemies. But put them in the world, make one of the guys a bandit leader, have a quest were it has the dovakin chase down a bandit at riften and he'll lead you to one of the towers on the outskirts of Riften where the bandit leader and 2 weak bandits are waiting, there can be a city gaurd who follows you during the "quest" and he kills the bandits while you fight the leader. Just do stuff like that. Or make it easy and have then just sucluded areas, or make a arena?
I think it would be ALOT better to make them a quest, something like uthgard the unbroken (get 200g from beating her, kill her for plate s#*!, get another 280g from the jarl ^^) a bet of a life for dueling, like the lvl 80 knight in dawnguard or dragonborn (im not sure which dlc , but he needs to be defeated first) and when you win against them you can either kill them or talk to them to gain powerfull alies. (UFO compabillity patch required -.-)
I would suggest adding them in the world. Otherwise, well, I don't see many people wanting to download this. Also, maybe add some more uniqueness to your added npcs? You clearly have a relatively, heavily modded game. Make the enemies standalone to really give this mod some personality!

Wrye Bash says its missing master file from EFF. Since this is a enemy mod, I don't see the need for that
