By default, the reward for collecting the Crown and all of the Stones of Barenziah is a passive ability (Prowler's Profit) that adds 1-4 leveled gems to quite a number of containers.

This simple modification reduces that to 0-1 gems instead. Options are a 25%, 50%, 75%, or 100% chance of adding a leveled gem.

If using Wrye Bash to merge this into a Bashed Patch, make sure to add the the Delev tag to it.
