Do you mean the Enchanting and Smithing flasks? I used the normal method of getting crafting gear, enchant gear with alchemy, create a fortify enchant/smith potion and repeat until you reach the value you desire, I could'nt get past that %. However, I did use a armor mod to get that value.
To fool around? Wouldn't really call this a cheat savegame, you can still die. And npcs and monsters hits pretty hard on Legendary, even with these high stats. And I lvled him with the Legendary reset skills option, so there's no bat (Get all spells all Everything) files used. You could ofcourse tone down the 2063 damage on 2 handed. Just dont enchant anything that increases damage with 2 handed or 1 handed, or bow for that matter. The main reason that I gave him 1000 to Everything is because you can basiclly do whatever you want with him, he can be a caster, a warrior, a thief and whatnot. Without having to worry about the stats.
