I'll also add that all the mods I play with, do make the game pleasantly difficult, and more-so in more dangerous scenarios. As a huge fan of Morrowind I cant play it any other way. I get kill-moved often by boss/mini-bosses, so this appears as though it may help my character in a gentle, scaling way. ^^
I got my Elder Scrolls start in Morrowind. I got to the point that I liked modding more than I did playing, although I'm not there with Skyrim yet. I did a *LOT* of modding for Morrowind--I played Oblivion a bit, didn't like it as well, and went back to MW. I stopped modding MW a few months before Skyrim came out. I was a very happy man when I returned to Solstheim in Dragonborn.

Currently, the spell triggers the "hostile" condition. NPCs react badly to you screaming in the middle of town. The effects which actually have this are the vanilla Nord warcry and Imperial Voice of Empire.
There are a couple ways to address this, I'm open to comment: 1) Remove the two spells in question. Too bad to be nord/imperial. 2) Create a new effect that does the same, but is not hostile. This will run into compatability issues if anyone later adjusts the racial abilities; my mod will duplicate the vanilla ability, not the adjusted one. 3) Ignore the issue; you shouldn't be yelling in town anyway. Guards already ask you to stop Thu'uming. Why should a warcry they recognize as hostile be any different?
I love this idea, and how you designed this just made me smile. I play with ACE (Realistic Fighting Module) Higher-leveled Enemies, Dragon Combat Overhaul, Duelist One-Hand Perks, and Dodgemod, all while persisting at Expert and Master, and my character is level 38. This looks like a lovely, lore-friendly way to aid my combat, but not blow everything else away. Thank you so much.
