This mod is a body texture ONLY. It does NOT include the face, and even if it did, you could just swap it out. (I'd love to have the face as a warpaint option, though...)
There is a similar mod that also includes males, here:
http://www.nexusmods.com/skyrim/mods/22526/?
If you don't want all females to have it, you can:
* make your own custom race
* download a custom race and replace the body tex with this one
* Use a mod that gives unique textures to each race, or to the character. There's a lot of stuff out there.
Or, you can do what I do: just let everybody use it. To me, this is a cultural thing and adds color and interest to Skyrim. Everyone doesn't end up looking alike to me; they just end up looking like they follow the same tradition. I actually LIKE it that way. It makes Skyrim look cooler. (Doesn't apply to cats & lizards, btw.) Sure, I'd like to vary it a bit. But if I ever want to badly enough, the mods are there.
This is a great idea! I'd love to use this if it were an optional in character creation. I think there are a couple of face paints added with Bella's Better Females mod, you might ask the author about how it's done.
We'll see what the Construction Set will allow us to do. If we are lucky, the quest related reactions to the players race can be defined easyly or they already implemented a fix for costum races. At least I hope so, as I realy liked a lot of the races people created for Morrowind an Oblivion. Perhaps some of the creators are even willing to recreate them for Skyrim (I really love my little Demon and Tabaxi girls in Oblivion).

It also allows you to split up the tattoos into body sections so you can mix and match with other tattoos.
Personally I love the designs in this mod, there aren't near enough Celtic themed bodypaints mods for a game like Skyrim.
