Without this 'fix' you can still get to the barrel via the "doors" into the closed Whiterun space that Arthmoor placed in his mod... one is right by the bridge at the entrance inside Whiterun, and the other is by Jorrvaskr.
Of course, by using this, you avoid two loading screens (one to go into the closed worldspace, the other to return to the open city). Thanks!
