   Yes 180 but your regen normal take min 120 health at the same time so totaly it would be about 60 health.
   the damage effect is conditioned, it only aplies if you have more than 3 health, so you can´t die.
   It´s realy usefull when playing dawnguard.

   Phlebotomy: 3 health x 60 secs is 180 health total?
