@Miles well it's simple: the perk checks if the enchanting has the keyword "magicenchresistfrost" or "magicdamagefrost". Then it checks if the weapon/armor is made from stalhrim and multiplies the enchantment magnitude.
I noticed bonus enchantment is not 10% like the game description, it's even more: 25%
