I've done some simple testing (basically just spawning random bandits via the console and eating them) and it seems the mod is working just fine for me.
I tested it with the vanilla perk tree (without any perk points gained before the installation), and later with the extended perk tree from the mod Bloodmoon Rising by XeNoN - again: no problems at all, they're compatible.
I was also curious as to what will happen if I uninstall the mod after gaining some perk points. What happens is the game checks your current kill progress just after the first new kill, and gives you points according to the vanilla count - you get all the "missing" points back, so the mod seems to be perfectly safe to uninstall.
If I experience any problems I'll report back. At the moment the mod seems to be perfectly functional - it's a shame so few people decided to endorse it. I hope it will allow me to keep running around the bushes and eating people interesting for a longer time

I would endorse it, but I won't be using it myself. Rather, I'm going to shamelessly steal your method for a personal-use mod that will give my werewolves the various tweaks that I desire. Still though, very-much-thank-you! I had no idea how to level my lycanthrope more slowly until I found this mod. ^^
