Once, long ago when the game first launched, I had this dream about making a secluded Falmer village in the mountains to the south... so that I could have my (unrealized) snow elf playable race start there... so I have just one thing to say to you:
GET OUT OF MY HEAD!! (lol)

Why don't you still do it? And use dawguard's scripts and architecture, make it lost in the western mountains, maybe even a quest where you can tell Gelebor and eventually have some of them move into the forgotten vale and begin like this little duality between the Vale and the new village
If I had more time, I would love to help create the scenery. I would like to see more mods that expand the playable forest terrain (for hunting and exploring) However, I am busy at this point in my life.
The story looks interesting and the concept art looks to bring some really excellent adventure, hope you can find some gifted individuals for the task.
