@Miral: If a modder can get rain, snow and ash storms to not go through objects in Morrowind I really don't see why Bethesda can't do it themselves in their newer games. I recall standing under a mushroom in my Morrowind playthrough (which isn't flat, by the way) and it worked without issue.
@Oblivionbolt1 Minecraft can have it because all of the objects are blocks. It is much much much easier to calculate precipitation physics if you know every surface is going to be flat.
It's kind of annoying in Skyrim, but I wouldn't really say it's a major issue, and obviously Bethesda doesn't either. They even joke about it with a line of dialog from Maiq the Liar.
I'm curious but how can one fix the rain noclipping through stuff? I don't really complain about it actually but it's an engine limitation and it would seem that one would have to go to great heights to have it fixed.

Look into dictionaries, normal english sentence with usual words.
Have you heard of Natural Skyrim Rain? It's featured in Realistic Lighting with Customization.
