In theory, having separated scripts means you can re-use them with different mods. For example, if you made a number of mods that added spells, you could recycle your quest script, rather than recreating it for every esp. However, in practice, you probably won't need that ability, and having to remember to add all your scripts to the archive is an inconvenience compared to Oblivion.
Just keep in mind you need to add all of your new resources to the archive you upload (esp, scripts, meshes, textures, etc.), and you should be fine.
@pmzq You had to add the spell using the console? Dang. The game scatters parts all over the place and unless you know where they all are... Wish there was a tutorial describing the process. Well, one better than that youtube one that's so low res you can't see what's being done.
Compiling just translates the script from a format you can read (.psc) to a format the game can read (.pex).
You're probably tired of hearing how you made a mistake by now, and I feel bad for having to tell you, but you also need to package in the quest script or the mod won't function fully. As it is, the lesser power works, but needs to be added via console.
On the upside I can say, now that I've tested the lesser power, that it works with spells added by mods thanks to the elegant way you wrote your script. You may even want to add that to the description.
cxgdarch: I added the magic effect script to the archive (v1.01). I thought that compiling would incorporate the script into the power but it appears not.
