Compabilities? I want to use this with Duel and SPERG. Where I should place this mod in the load order? Endorsed!

I know how Bethesda tunes difficulty of it's games. On very hard (Fallout3, Vegas, Oblivion, Skyrim) I deal 50% of damage and recieve 200% or smthing like this.
You know, it is a crime against game industry. No sane person will balance their games this way. There are rules in each RPG that should be followed by both player and NPCs. No sh*t like special abilities, off-scale stat boosts or playing with flat damage multipliers like they do. I always play on normal input/output 100/100%, but mods are nessesary for honest AND interesting gameplay. It saddens me like nothing.

Here's smthing i made for New Vegas some time ago. That profile is banned by now. Same approach to the problem. And, darnit, it works! But why me, not them?

Excellent mod, and yet another person that understands that bigger numbers alone don't make for greater difficulty. (b^.^)b

Master difficulty makes enemies deal more damage, not make them wiser, more detective or anything new.

BUT, by simply giving enemies access to perks, they become actually more wise, better in combat, and generally much more fun to play with.
    Good example is Bashing.
Enemies don't bash/bash very rarely in vanilla game.
Why? Because it deals less damage than basic melee hit.
AI tries to only maximize damage, it doesn't try to disarm you so you couldn't deal any damage to him, it just wants to kill you.
However, give power bash and some other perks to enemy, and you'll soon notice the enemy actually bashes you. Not all the time, but definitely much more than in vanilla game.

There is some complex AI mods which enhance combat, but it's still not the same as if enemy would have perks.
It's hard to explain, you must see it yourself in-game.

Anyway, thanks for this mod, I can't currently use it because I am using Requiem. (Game would become insanely hard), but I appreciate this really much, and recommend people to use this if they want more hard/ more realistic game. (Why in Oblivion only couple of enemies have access to perks?.. And in those cases the enemy is already OP, and when given perks, it's like trying to beat a demi-god)
ERSO had similar module to what this mod does, and thus I've had some experience with it.
Same with ASIS, but you can't trust ASIS all the time.
When I used it, I wasn't completely sure what perks enemies got and so on.
