If you complete the quest in Whiterun regarding the Redguard woman then the wilderness encounter is supposed to stop happening, since there is no reason to draw the player into the quest if it has already been resolved. So another way to stop seeing the encounter is to complete the quest, but I tend to enjoy wandering around more and not so much completing quests, so I was seeing it far too often.

Normally it'll only end if you side with Kematu. Otherwise the accusations just keep going, and two Alikir stand guard at Whiterun's gate, day in and day out -- never eating, never sleeping, never moving from their spot. I eventually had to mark for delete them under the guise that the guard had escorted them out like they do the first time the mercs show up.
Bah, this quest just bugs me. It goes nowhere and yet constantly reminds you that it exists. Anything that reduces it presence is a plus for me. Thank you!
