I might be wrong in thinking this but isn't this mod basically just cheating?

I mean, why not go ahead and just use the console to give yourself 150 levels and alter the uncapper to give you 20 perk points per level? There's no real difference.

I thought this mod gave you books strewn throughout Skyrim to upgrade the perk trees, not gave a one-stop-shop place for buying the perks straight up.

I don't get the point of this mod and am wondering if someone couldn't enlighten me, please?

I think this way is a bit exploitable due to perk mods. I think that there should be a static cost of buying a perk that increments every time you buy a perk. Then you select the actual perk you want and the cost is incremented. Maybe the initial cost could be set to 500 and then incremented by about 250 gold every time.

you're absolutely right, making the perks dependant on static prices is consistent and reliable, but i'm not a modder and the closest i can get is falling asleep (narcolespy has a constant drain on the mind. i'm an A* student reduced to not even capable of going to college! ).

not a suggestion, but a compliment:
    first off, amazing work 10/10
as for your english: every time i see someone apologising about any mistakes they've made in english, two things come to mind:
1- it's so good that i couldn't tell it wasn't your first language
2- you speak english better than most people who learn it as a first language

thoughtful people are more willing to accept a mistake made by someone who doesn't natively speak english because of the effort in learning the language, you've done very well and should feel proud. well done.

so, as i understand from reading, these perk tomes can ONLY be found at those vendors? do they not drop as random loot occasionally?

Correct. You will not see them in any other vendors lists.

    A couple comments:

    1. The perk books refresh in the sellers. So if you are using some type of perk reset mod, you can continue to just buy the lowest level books.
    2. If you stick the books in a container and read them from inside the container, they don't get used up.

Great idea just downloaded and endorsed. I would like to make a suggestion. When you start a new character as you know your first stop is in riverwood and then move on to whiterun where you end up purchasing your first player home. Because of this I would like to see the low level perks available for sale in both of those locations. If not both then at least Whiterun. It just seems reasonable because your new character will spend time there for awhile. Might even be worth chopping wood. LOL

      Thanks.

Yes, initially The Master Retreat was in Dragonsreach, but someone mentioned that would make more sense to find this in Winterhold mages college, and I did.
You can always use the carriage to arrive in a second, and the beginning of the adventure is hard to afford even the low level books.

"and the beginning of the adventure is hard to afford even the low level books. "
But is possible buy all lvl.1 books, thats basically buy a perk point for 500 gold, and thats very cheap.
Maybe a quest or remove lvl.1 books or raise the prices. With clavicus mask, speech and some amulets and clothes the price of the books are too low. Also the merchants can be used for sell lots stuff with the merchant perk.
Because of alchemy I have tons of money and I can sell potions and buy all the books if I want.
But I cannot think a good solution.

The books are sold in the right place.
Maybe a possible solution for the problem mention above: some low lvl. books added to bosses or high lvl. loot, or quest, like the lost book of xxxx that is not sold until you find the quest item (unreadable), give to quest giver and they can sold the book (he still ask for money because he translate the book) , or a kidnapped perk book writer, you cannot buy books of xxxx if not rescue. Change perk books for dragon souls or dragon bones.
      Anyway is a good mod.
