OMG....You Sir...are my hero!! i spent hours to find any console command...but nothing worked. Last hope: Nexusmods and i found your mod. Result: Quest gone! <3 And for the future and new Skyrim runs: when the cultist attacks you,LOOT the book and then read it. When u read the book while looting...the bug appears. =)
I was level 32 or so when I wiped out the Boethiah quest. I am now closing in on level 60 and just noticed "Investigate <****ing> Boethiah cultists". Tried to kill it via console ... setstage, completequest, completeallobjectives ... no dice. I was going to lose it as my OCD started to give me the shakes. You have LITERALLY SAVED MY LIFE.
PS. fully function as a standalone mod on Skyrim Special Edition. Just download manually, add to Nexus and run. Quest goes poof into the night, you don't even see it complete but it's gone. GONE. I suggest saving and then disabling the mod afterwards.

Also, I too would love to see this added to Skyrim SE as I'm sure the XBox and PS players would love to feel the relief of seeing this quest die ^_^
