It's hard to believe that the only currently available mod (as far as I know) that makes all of Skyrim snowy was made back in 2012, and there were no more similar mods made. There are tons of different kind of mods that do the same thing as the other one, but winter ideas seem to be ignored. It's like the Moon landing in 1969. Successful first attempt - no one else does it again.
Omg thank you so much I've been looking for a mod that does this but my only options were to use Climates of Tamriel or Enhanced Landscapes which sucks because CoT doesn't replace any of the plants and just adds textures and with Enhanced Landscapes requires a TON of prerequisite mods which I really don't want but I found this and combined it with CoT and it worked REALLY well so thank you. I'll definitely spread word of this mod

And the mod "Real Shelter" appears in combination with your mod, not to work.
Dawnguard has some fantastic winter assets, it'd be a huge shame not use them, so I'd personally be of the opinion that a seasonal mod should require Dawnguard. A little harsh and exclusionary perhaps, but the result would be worth it (at least, in my view anyway, some would likely disagree).
A winter envinroment overhaul to Skyrim is something I've always wanted since started to play the game - I've always felt the game should look and feel colder.
