Use TES5Edit; link is below. http://www.nexusmods.com/skyrim/mods/25859/?
When cleaning a plugin using TES5Edit, it is best to clean them one at a time. Load only the plugin you wish to clean, right-click the plugin once the background loader is finished, and select "Apply Filter for Cleaning". It will take time to process the records. Once it is done, right-click the plugin again and select "Remove "Identical to Master" records" to remove ITMs and select "Undelete and Disable References" to fix UDRs. Save the plugin when you exit. As a note, if you are not running TES5Edit in expert mode, it will have a pop-up wanting you to confirm that you intend to make changes to the plugin.
If it needs cleaning, why don't you guys clean it yourself? It's very simple and easy. Though I agree on the point that it should be cleaned in a future update if it was uploaded here needing cleaning.
