I can upgrade the shield perfectly fine. it upgrades nicely if you have the steel smithing perk, just like any other shield. It has the same armor values as the orcish shield and once upgraded should have the exact same armor values (assuming you have the orcish smithing perk aswell).
The only reason you wouldn't be able to upgrade it is if you were stupid enough to enchant it first and didn't have arcane smithing.
I can assure you the mod is working. If you are still having issues let me know.

The Helm of Yngol can certainly be upgraded but I think it's a sin to remove that enchantment from Yngol's helm. My previous character was a Nord warrior who used two-handed weapons for most of the game and even though he could craft dragonbone armor he loved Yngol's Helm with his dragonbone armor. With that helm a Nord is almost immune to frost damage. Also the Dragonbone Helm is really ugly imo.
