FYI, from what Delphine said, the reason no other Blades were around. . was that they were all dead.
It could be argued that Delphine was lying a bit (she IS a secret agent), or that she recruited new Blades while in hiding from the Thalmor, so this mod is technically still lore friendly, and worth a look.
