I've tested the Vanilla version myself with Dawnguard disabled and I can confirm that it works. Do you have any mods that edit the area this one uses or mods that modify items? Try loading the mod at the bottom of your load order. Try using version 1.0 if you're using 1.1, but all I did was move a chest for the update so there shouldn't be any issues. Other than that I can't figure out why you're having issues, it works as intended for me and other people.
