The damage increase on the crossbows isn't much higher, TBH. It does about 24 more damage than my Dragonbone Bow at Legendary (250 vs. 274.) With my mods and my tweaked difficulty, it helps make crossbows a bit more viable.
I'm sure it'd be overpowered in the vanilla game, but there are a lot of configurations out there, wherein crossbows might need a little buff.
